The Texas Legislature should end the Texas Lottery’s online sales of Texas Lottery tickets. Arguably an illegal practice presently, the Texas Lottery Commission appears to believe it is operating in a legal “gray area.” The problem: the online sales harm ordinary Texans by failing to protect them against stacked odds, as recently exposed by excellent investigative journalism in the Houston Chronicle.
